They are censoring some web content.
I don't do file sharing. But as people shift more and more to working remotely (a trend that rising energy prices will only accelerate) and those businesses adopt file-sharing protocols, Comcast's actions are like the Post Office throwing away mail because it doesn't feel like delivering all of it. And doing this in secret, without informing its customers, runs somewhere between arrogant and evil.
Those fuckers.
