The United Front Wor Department seeks to turn all Chinese nationals, both those with Chinese passports and those who are citizens of other nations, into spies.
What they have done is give bigots a factual reason to despise and discriminate against Asians and Asian-Americans. Because most non-Asians aren't going to be too particular at whether somebody is Chinese, Japanese, Korean, Thai, etc.
(FYI: When the My Lai was investigated, witnesses couldn't identify the perpetrators because, as they told the investigators, all white people look alike.)
