For they seem to have the view that the Constitution, especially the 4th Amendment, is just another goddamn piece of paper. Over a seven year period, the FBI has apparently broken the law on searches 40,000 times. Which pretty much means that at any given time, somewhere there is an FBI agent who doesn't give a damn what the rules are.
About the only Constitutional violation the FBI has a hard time stomaching is torture. Which at least is something, I suppose.
