Here's a tip: When the NSA says they are "overcollecting" e-mails, that means they are collecting all emails.
The National Security Agency is facing renewed scrutiny over the extent of its domestic surveillance program, with critics in Congress saying its recent intercepts of the private telephone calls and e-mail messages of Americans are broader than previously acknowledged, current and former officials said.
Congressional Twitterfeed: "zOMG!!1!! The NSA is reading everyone's email. They're listening to all phone calls. We had no idea! Who knew?!?"

Just everyone who had been paying attention to this issue.

  1. The most obvious strategy is exactly that - collect everything, then find what you need. As long as the retention period is short, this isn't necessarily a bad idea. The problem, to me, is that there's no way of knowing if it's short, or what they're choosing to retain. That was the whole idea behind the FISA court.
