Bush was on one of many, many month-long vacations at the time (yes, he took a month off after being on the job for six months). When Bush received that briefing, his response was to tell the briefer: "OK, you've covered your ass."
Bush has spent the following seven years trying to cover his own ass. But the blanket is getting threadbare.
