the Republicans are very big on voluntary compliance for corporations. They're real big on draconian laws for individuals, if they could get away with imposing the death penalty for misdemeanors, they would.
But when it comes to big rich corporations, they'll only ask them "pretty please, Mr. Fatkatz, will you agree to stop polluting the water and the air?" And if the answer is "fuck off, punk," they'll go away and say "well, we tried."
Imagine if you got to live your life as if you were a corporation in BushCoLand. If your neighbor annoyed you, you could go over and shoot him. The cops would come by and ask you nicely please not to do that again.
Mandatory for people, voluntary for corporations.
