The local sheriff thinks not, but it's a hell of a coincidence that the nazi asswipe parked there to don his bullet-resistent vest before driving to another location to kill people who didn't look like him. And I'm not a big believer in such coincidences.
Couple of thoughts: If confronted by such a turd and you're armed, your options are to try and shoot him in the pelvis and hope his vest doesn't go down that far or, preferably, shoot him in the head. Second, if you're related to that waste of carbon, you may want to change your name and move away. Especially if your name is the same.
