Biegun, the deputy secretary of state and another task force member, who formalized it, a senior official familiar with the decision said. The final call on Sunday did not reach Mr. Trump’s level, the official said.
To the extent that the Federal government has been unable or unwilling to take steps to combat the spread of Covid-19, the blame for that lies with Trump and the Party of Hoover.
