This is apparently part of a deal he's trying to do that would avoid retaliatory tariffs of agricultural products and other stuff because of his steel and aluminum tariffs. Problem is they are currently sanctioned, not tariffed, for national security reasons (read that they sold US sourced parts to Iran and North Korea).

All the workers at Carrier whose jobs were saved by Trumpy, then lost them again after the media coverage left; those people got their jobs again? Hooray! Huzzah! Let’s make Trumpy our permanent ruler! Perhaps he’ll cure cancer next!
