The bird was looking right at Chip. I'm pretty sure that the bird knew that he was safe and that he was tormenting Chip. The bird flew away, but returned a half-hour later for some more fun.

We had a pair of finches, I think, start building a nest under the eaves, and Kitters sat in the window above the sink making her I-see-a-mouse noise and staring at them. I later found her climbing up the juniper tree to get on the roof right next to where the nest was, but she couldn't reach up under the eaves from the roof, so we figured the birds were safe from her.
