Is Something Wrong At the Norfolk Navy Yard?
At some point, it should become obvious to the Navy that NNSY has problems that are so bad that playing musical chairs with the commanders won't fix. That may be when the next four-striper who is tapped to command the shipyard decides that it would be a better idea to just pull the pin and retire.

I'm reading between the lines here, but it seems at least possible that the yard has some problem related to either a contractor, or the local contracts office. I don't know much about the navy, but in the case of the army, a lot of commands like the shipyard are mostly run by contractors, and the officers and GS types mostly oversee that work.
