The UK cops threatened a 12 year old boy with arrest if he picketed the Prime Minister's office. The kid was told that armed cops would be watching him and if anyone got unruly, they'd arrest the kid for instigation.

Sounds like their cops are taking lessons from Nobby Nobbs of the Ankh-Morpork City Watch, who is always careful, when a cry of a crime in progress is raised, to arrive too late to be in any actual physical danger. Clearly terrorizing 12 year olds would be right up Nobby's alley -- 12 year olds are no physical threat, so it would allow him to avoid doing his *real* job. Congratulations, British nobbers, on a fine job of turning yourself into a parody of a parody!
