Cat Blogging
I imagine that they don't know that he is both underage and that he would have problems passing the written test, because he is illiterate. He couldn't reach the pedals, either.
And oh yes, he's a frakking cat!
There is probably some statutory provision about non-humans being ineligible to drive in New York State. They seem to have statutory provisions for everything else.

Clearly George is going to join AAA for the non-driving benefits, such as the access to cheaper life insurance, travel agents, and so forth. Although, once again we run into a problem. George can book a cheap cruise via the AAA travel agency, but... uhm... might have trouble actually boarding the boat for his trip, given that, well, he's a cat. Heh.
