That is the basic whine of the GOP in New York, which is one of the reasons why they have tied up the State Senate for a month. The other reason is that a really rich guy paid off some of the senators because he doesn't want to pay taxes.
People make fun of how screwed up the California legislature is and how incompetent and corrupt the Texas legislature is, but they have nothing on the New York state senate. If tomorrow, the Wehrmacht were to march down Route 9 from Loudonville, the New York state senate would still be arguing over who got to sit in what seat.
