A Severe Threat to the Taliban

Cell phones, for they enable passers-by who don't care for the Taliban to quickly rat them out to the authorities. That makes sense; if a dozen people in this country see something wrong going down, you probably can count on one of them calling the cops in very short order without having to run four blocks to find a pay phone. In Afghanistan, the timeliness of a report to the authorities shrinks from days to minutses.
