This is exactly the sort of thing that a machine politician's consigliere takes care of so that it doesn't bother the Boss, thereby giving the Boss plausible deniability when questioned while making sure the Boss's interests are taken care of. You wanna say "What's in it for me?" when the Boss's man comes down and asks ya for a favor? That knife in the back didn't happen by accident, heh! And Rahm is a past master of making sure that the knife makes it right where it's needed...
