There is a spring loaded brake that is held in the off position by the weight of the aircraft. The dolly is usually neglected since it's used once a year so the brakes are iffy and wheels don't want to swivel freely leading to some interesting moments when the airplane is no longer guiding the dolly. <br /><br />I've watched a Beaver landing on wet grass that tipped to about 80degrees from the horizontal.
