Steam is generated by the reactor plant and that steam is used to heat fresh water for "hotel use". How it can run out of hot water is beyond my understanding.
So is how the Lincoln can run out of personal care items. It's a fucking aircraft carrier, they can land cargo airplanes on it. It's beyond ridiculous that the conditions on warships in the Gulf theater are this bad.
It's a basic failure of leadership, but that's what you get when the SecDef is a former O-4 who was allegedly booted out of the Army for substance abuse and who qualified for his job by appearing on Fox News, and who has fired competent general and flag officers in favor of promoting sycophants.

I work in defense industry. I've never seen procurement be so chaotic at the DoD. You never know from one day to the next what they're going to do. It doesn't surprise me one bit that they can't deliver food to a carrier. Now if he wanted to deliver testosterone, I'm sure he'd find a way.

Easy. Heating elements wear out (they aren't going to pump hot water directly from the reactor) and plumbing breaks down.
I'm surprised we never saw a Chief Plumber on the the NCC-1701, but they had to have been there, and always at least one job behind.
