The decades'-long disparagement of Muhammar Gaddafi by the leaders of the U.S. and the U.K didn't slow down the eagerness of the CIA and MI6 to work with Gaddafi's regime.
The work that was done was the outsourcing of torture to the Libyans. In return, at least MI6 was helping the Libyans track down dissidents living in the UK and elsewhere.
